Hide AdPolice said the driver had been one of a limited number of people who have been allowed to take an "emergency driving test" during lockdown.
All types of driving tests and lessons are suspended because of lockdown, but a limited emergency driving test service is available to those who need to drive as part of their job.
The DVLA says you can only get an emergency practical driving test if you’re a critical worker in England or Wales and you work for one of the following:
- the NHS, in health or social care
- the emergency services
- a local council
You must also respond to ‘threats to life’ as part of your job.

If the DVLA revoke the licence, the driver will have to apply and pay for a new provisional licence, and pass their theory and practical driving tests again.
Posting about the incident on social media, police said: "If you pass your test in the last 4 weeks... it's probably not the wisest thing to be spotted on the M6 J24 by our #MO11 doing 116mph in your parents car. Driver Reported for Summons #Fatal5", adding, "they will probably be without a licence very soon".
Driving lessons are set to resume from April 12 at the earliest and driving tests from April 22.
